
Critical minerals and rare earth elements are related, but they are not synonymous. Under the Energy Act of 2020, a critical mineral is a mineral, element, substance, or material that is essential to U.S. economic or national security, has a supply chain vulnerable to disruption, and performs an essential manufacturing function whose absence could have significant economic or national-security consequences. The U.S. Geological Survey Critical Minerals Program maintains the federal list, which currently identifies 60 critical minerals and evaluates them based upon supply-chain vulnerability and potential economic consequences of disruption. Rare earth elements, by contrast, are a defined group of chemically related elements, generally the lanthanides together with yttrium, valued for specialized magnetic, electrical, optical, and chemical properties. Rare earths are therefore a particular class of elements, while "critical" describes the strategic and supply-chain significance of a material. The current USGS list includes 15 rare earth elements among its critical minerals. These materials are essential to technologies ranging from permanent magnets, semiconductors, batteries, and electronics to aerospace, defense, energy infrastructure, and advanced manufacturing.

The objective is not simply to locate material, but to develop qualified supply capable of supporting an executable commercial relationship.

Strategic materials often travel through complex international pathways, with extraction, concentration, separation, refining, processing, and manufacturing occurring in different countries. Charles-York works across these markets to develop import and export opportunities and coordinate relationships among producers, processors, refiners, exporters, importers, manufacturers, logistics providers, and other commercial participants. Particular attention is given to specifications, origin, documentation, transportation, inspection, regulatory requirements, and commercial structure. Our role is to help transform an international sourcing opportunity into a commercially workable transaction.

The strategic importance of critical minerals increasingly depends not only upon where resources exist, but also upon where they can be processed, refined, and converted into usable industrial materials. Concentrated production and processing can expose manufacturers to geopolitical disruption, export restrictions, transportation interruptions, processing bottlenecks, price volatility, and limited supplier alternatives. Charles-York seeks to develop additional qualified sources, alternative commercial pathways, and longer-term supply relationships that can provide customers with greater optionality and resilience.

This requires more than matching a seller with a buyer because a mineral resource may require concentration, separation, refining, conversion, or other processing before it becomes suitable for an industrial application. We work to align the material's specifications and processing status with the purchaser's technical requirements while developing the commercial, logistical, and supply relationships necessary to move the material toward its ultimate use. The goal is to create a viable pathway from resource to processor to manufacturer to end user.
